Small coastal lots often leave no room to build out, so a second story is the way to add space. That means checking whether the existing foundation and walls can carry the load, and planning stairs that do not swallow a bedroom. Where the lot allows a ground-floor addition, it is usually simpler and less disruptive.

Joining new to old

The new roof has to meet the old one with valleys and crickets that shed water. New stucco or siding has to lap over the old drainage plane, not sit against it. And the new floor has to line up with the existing one. Each of those joints gets its own detail on the plans, because those are where additions leak.
