A deck in Pacific Palisades gets two kinds of weather at once. Fog and salt air keep the framing damp and attack every hanger and screw, and because the area is a designated fire zone, the boards and the space beneath them have to resist embers. Damp framing and corroding hardware
Morning fog settles on a deck and can linger well into the day. Plain galvanized hangers and screws rust from inside the joint outward, and the first visible sign tends to be a rail that rocks or a board that lifts. A ledger bolted on without a membrane wicks water into the rim of the house behind it. On an older deck we get underneath, probe the joists and the ledger, and show the owner what is solid and what is not. New framing goes up with stainless or heavily coated connectors, and a self-adhered membrane goes behind the ledger before a metal flashing cap goes over it.
Fire-rated decking that also handles salt
Here the decking has to satisfy two conditions. Capped composite and PVC boards shrug off damp air and do not splinter, and several carry an ignition-resistant rating. Dense hardwoods with a fire rating are another route when real wood is the goal. Underneath, noncombustible skirting or fine stainless mesh keeps embers from collecting while still letting air move so the framing can dry. For ground-level space, a concrete or paver patio removes the fuel question, and a cover framed in powder-coated aluminum resists both rust and flame. Where a lot falls inside the coastal zone, we plan for that extra review.

When the footings are firm, the joists are dry and the connectors still have their coating, new boards and railings over the existing frame can make sense. Rusted hangers, a stained ledger or soft wood at the posts point to rebuilding the frame. We look from below, probe the wood and walk you through photos before recommending anything.

Whatever the surface, the frame below gets stainless or heavily coated connectors, because hardware tends to fail before the boards do.

Pacific Palisades is part of the City of Los Angeles, whose building department reviews the framing, guard and ledger details along with the fire zone requirements. Should the lot sit within the coastal zone, an added review may come before the permit is issued.
